Mr. Paquin was the city councillor responsible for presenting the budget to citizens at the special adoption sessions for 19 years.

During these six terms, he has always been involved in numerous discussions surrounding the renewal of municipal employees' collective agreements, the working conditions of senior staff and working agreements with firefighters.

He has worked on issues that are very important to the City, such as the transfer of the municipal police force to the Sûreté du Québec in the early 2000s, the waste management file, Recycling and Organic Matter within the RPGMR in collaboration with 23 ​ther municipalities and the aquatic centre project.

Ever since he became a city concillor, Mr Paquin had in mind to initiate the process of providing an indoor swimming pool for the town of Donnacona.

His perseverance produced results because he can be proud of having realized his project some 21 years after having been named at the head of the committee back in year 2000 for the development of this major project.

 ​Having shown perseverance, he can be proud of the realization of this facility last February, 21 years after being the head of a committee created in 2000 for the development of this major project.
